Query Studio / Report Studio

Access to the scheduling options for a report depend on having Write permission for the report. A user with Write permission for a report sees the Report Schedule option from the Action icon, and has the ability to schedule a report.

In this example of the Permissions tab of a report details:

Mike Walcott will see the Report Schedule option, while Martha Jepsen and Susan Sanek will not.
